Upgrade
The first option you could take is upgrading your database to Oracle 19c. The newer version is supported until 2027, it's also packed with advanced features providing enhanced performance and security. Such an upgrade should be planned and done with the knowledge of how it can benefit your environment/setup.

Migrate
Another way forward is to migrate to cloud. Migrating to cloud such as OCI isn't as scary as it sounds, and there are multiple benefits of doing so, such as security, simplification and cost.
With Oracle Cloud, you only pay for what you use and make sure your business chooses the optimum model for your Oracle deployment be that Oracle Cloud Infrastructure (OCI/IaaS) or Oracle Database Cloud Service (PaaS). Equally, you may wish to consider leveraging your current license investment through the BYOL programme.
