Overview

Neath Port Talbot Council is the local authority for the county borough of Neath Port Talbot in Wales, serving the people, communities and businesses of the area. They have over 6,500 employees and 64 councillors representing 42 wards. The council partnered with DSP to modernise its systems, migrate to Oracle Cloud Infrastructure (OCI), and provide training to bring its internal development team up to date with the latest capabilities of Oracle APEX.

The Challenge

Neath Port Talbot Council faced challenges with its ageing on-premises IT estate and wanted to migrate its infrastructure to OCI for improved scalability, security, and cost-effectiveness. However, their infrastructure & development team needed support and required upskilling on the latest APEX versions, as they didn’t have the necessary in-house expertise for a large-scale OCI migration and application refactoring project.

The Solution

Recognising the need for specialist expertise, Neath Port Talbot Council partnered with DSP, who provided a solution tailored to the council's needs:

  • APEX Training: DSP delivered comprehensive Oracle APEX training to the council's large development team, ensuring they could confidently refactor and modernise all their applications using the most current version of APEX.

  • Migration to Oracle Cloud Infrastructure (OCI): DSP worked in close partnership with Neath Port Talbot Council, guiding them through the entire migration process. This included setting up the OCI tenancy and ensuring everything was ready for a smooth transition from the on-premises environment.

The Result

Through the partnership with DSP, Neath Port Talbot Council successfully navigated its complex modernisation journey:
  • The council's development team was effectively upskilled, gaining the necessary expertise to develop and manage applications using the latest version of Oracle APEX.

  • The Council now has access to a modern, scalable Oracle Cloud Infrastructure environment, with the latest version of APEX, and enabling more agile digital service delivery across departments.

  • As part of the project, several legacy applications were refactored and modernised to demonstrate to the inhouse development team the process for updating their applications, enabling them to run in the latest environment and simplifying future upgrades.

  • The council is now operating on a robust, modern platform, better equipped to maintain and enhance its digital services for the benefit of residents, communities, and businesses in the borough.
